重新启动后台 Waves 服务器

* 插件扫描失败（WaveShells 返回 0 个插件）
* 预设浏览器不起作用
* COSMOS（CR8 Sampler 浏览器中也是如此）无法启动，或退出时没有许可证错误
* 某些插件（如 KeyDetector、Waves Gemstones）会导致许可证错误

运行包含的“R2R_Kill_Waves_Background_Process.cmd”。

手动运行这些 EXE。
